Senate Bill 709 - Use of the NCSP credential
The TASP GPR committee worked diligently with our legislative liaison to try to move the legislation related to the use of the NCSP credential in Texas. There have been highs and lows and unfortunately we have ended on a low.
Senate Bill 709 would allow non-doctoral NCSPs to include the NCSP in professional correspondence and identification, ie business cards, signature blocks.
This bill was passed unanimously by the Senate Health and Human Services committee on 5/6/11. The bill was placed on the Local and Uncontested calendar for the Full Senate on 5/6/11. Senator Eltife removed the bill from the local calendar. The bill was placed on the Intent calendar on 5/10/11, however, it was not voted on by the full senate. On 5/11/11, it was not again placed on the Intent calendar for consideration by the full senate, therefore, the bill has died.
Attempts were made to amend a number of house and senate bills to include the language contained in SB 709, however, time ran out before any of these bills were voted upon.
As it stands now, the only individuals who are allowed to use the NCSP in conjunction with the LSSP are those individuals who are also doctoral level Licensed Psychologists. We will continue to pursue this matter through TSBEP and will keep you posted of any developments.
